Peacock Tariff Consulting works with Montreal-area importers and Quebec exporters in aerospace (Bombardier, Airbus, Pratt & Whitney Canada), pharmaceuticals, wine, and EU-Canada trade. We work in English and French, are CUSMA-fluent, and handle Port of Montreal clearance optimization plus EU CETA-CUSMA layering.

Montreal is Canada’s primary Atlantic port (~1.7M TEU annually) and the gateway for European goods into Eastern Canada. The metro hosts Canada’s aerospace cluster (Bombardier, Airbus, Pratt & Whitney Canada), generic pharma manufacturing, and the largest concentration of French-language Canadian businesses.

Peacock Tariff Consulting works with Montreal importers and exporters bilingually. Our practice covers aerospace CUSMA qualification, pharma imports, wine and spirits HTS, and CETA-CUSMA layering for EU-origin goods.

Bilingual advisory – pourquoi ça compte

Montreal businesses operate in French. Compliance correspondence – CBSA notices, supplier affidavits, manufacturer certificates – flows in French and English. A bilingual advisor reduces translation friction and engages directly with French-language counterparts.

Nous travaillons en français avec les fabricants québécois, les pharmaceutiques génériques, les viticulteurs, et les services aérospatiaux. Tous les livrables peuvent être fournis en français au besoin.

Aerospace CUSMA – Bombardier, Airbus, P&W ecosystem

Quebec aerospace exports – A220 components, Pratt & Whitney engines, Bombardier business jets – flow into the U.S. and globally. CUSMA Annex 4-B applies specific aerospace rules of origin distinct from general goods. For Tier 2 suppliers in the Mirabel-Saint-Laurent aerospace corridor, our work covers Annex 4-B qualification and U.S.-bound supplier certificates.

Quebec pharma – generic manufacturing exposure

Quebec pharma includes GSK, Pfizer, Sanofi sites plus generics manufacturers. With U.S. Section 232 pharma effective July 31, 2026, Quebec pharma operations selling into the U.S. need exposure modeling. Generics are excluded from the current proclamation; branded patented drugs are not.

Wine and spirits – Chapter 22 specifics

Canadian wine imports through Montreal – particularly French wines, Italian wines, Spanish wines – face HTS Chapter 22 classification challenges and origin documentation requirements. SAQ-channel imports add a provincial layer.

CETA + CUSMA layering for EU-origin goods

EU goods entering Canada qualify under CETA for preferential rates. The same goods, if subsequently exported to the U.S., need a separate CUSMA qualification or pay U.S. MFN plus Section 122. For Montreal importers running staged distribution into Canada and the U.S., the CETA-CUSMA layering is a routine engagement.

Port of Montreal clearance and CBSA

Port of Montreal handles ~1.7M TEU. Common SMB issues: CBSA classification disputes on European-origin specialty goods, valuation challenges on related-party transactions, supplier certificate gaps. We handle CBSA-side disputes alongside our U.S.-side work.

Frequently asked questions

Offrez-vous des consultations en français?

Oui. Nos consultations peuvent se faire entièrement en français. La documentation, la correspondance avec ASFC, et les livrables peuvent tous être livrés en français.

Do you work with Bombardier or Airbus aerospace suppliers?

Yes – Quebec aerospace Tier 2 supplier work is one of our active engagement profiles. CUSMA Annex 4-B qualification, supplier certificates, and U.S. customer-side documentation.

How do CETA and CUSMA interact for EU goods through Montreal?

EU-origin goods qualify under CETA entering Canada (preferential rates from CBSA). If the same goods are later exported to the U.S., they need separate CUSMA qualification (which they generally cannot achieve since the goods are EU-origin). U.S. import then pays MFN plus Section 122.

Can you handle Quebec pharma Section 232 readiness?

Yes. Quebec pharma operations selling into the U.S. need exposure modeling for the July 31, 2026 effective date. Generics are excluded under the current proclamation; branded drugs are not.

Êtes-vous affilié avec un courtier en douane montréalais?
