China imposes provisional anti-dumping duties of up to 99.2 percent on Japanese dichlorosilane, a specialty gas critical to semiconductor manufacturing, deepening trade friction between Asia’s two largest economies

China began collecting steep security deposits on imports of Japanese dichlorosilane on Monday, one day after the Ministry of Commerce announced a preliminary anti-dumping determination against one of the most specialized materials in the global semiconductor supply chain. The provisional measures, which took effect September 8, require importers to post deposits of 99.2 percent of the import value for products made by Shin-Etsu Chemical and all other Japanese suppliers not individually examined, and 80.8 percent for products attributed to DYNASILAN, pending a final ruling in the case.
The announcement, published by the Ministry of Commerce on September 7, marks the latest escalation in a widening campaign of trade defense actions between Beijing and Tokyo, and it lands squarely on a material that wafer fabrication plants cannot easily replace. Dichlorosilane, known in the industry as DCS, is a silicon-containing gas with the chemical formula SiH2Cl2. It supplies the silicon feedstock used to deposit thin films on wafer surfaces, forming epitaxial silicon, silicon nitride, silicon oxide, and polysilicon layers that become part of chip structures and insulating layers in logic, memory, and analog devices.
For the Japanese chemical producers that dominate the ultra-high-purity segment of this market, the measure transforms a routine, if obscure, line of business into a strategic liability. For Chinese chipmakers, it raises input costs in the short run while accelerating a government-backed drive to qualify domestic suppliers. And for the global semiconductor industry, it adds one more node of uncertainty to a materials supply chain already strained by export controls, retaliatory restrictions, and the broader decoupling of the Chinese and Japanese technology sectors.
A case built on price suppression
The investigation traces back to a petition filed on December 8, 2025, by Tangshan Sunfar Electronic Materials Co., Ltd., a domestic Chinese producer of electronic specialty gases. The Ministry of Commerce formally opened the case on January 7, 2026. At initiation, the ministry cited preliminary evidence showing that imports of dichlorosilane from Japan increased overall between 2022 and 2024 while import prices fell by approximately 31 percent on a cumulative basis, a combination that the domestic industry argued was causing material injury.
Two findings in the preliminary determination stand out, according to an analysis published September 7 by Geopolitechs, a newsletter that tracks Chinese technology and trade policy. First, Japanese dichlorosilane was still priced higher than the domestic Chinese product during the investigation period. Second, the Japanese share of the Chinese market was declining. Neither fact, on its face, suggests classic import surges undercutting local producers. Instead, the ministry’s central finding concerned price suppression: as Japanese suppliers continued to reduce their prices, downstream customers used those reductions as leverage to press domestic suppliers for further cuts. Chinese producers increased their sales volumes but continued to lose money on the product.
Under both Chinese law and World Trade Organization rules, dumping is not simply a matter of cutting prices or selling below a competitor’s price. The legal test compares the export price of a product with its normal value, typically the price charged in the exporter’s home market or a constructed cost-based value, and then asks whether dumped imports have injured the domestic industry. The 99.2 percent margin assigned to Shin-Etsu also reflects a procedural factor. According to the preliminary determination, the ministry found that Shin-Etsu had not submitted complete documentation on its domestic sales, costs, and transactions, so investigators based part of their calculation on information supplied by the petitioner, a practice known in trade remedy proceedings as using facts available. The calculation for DYNASILAN likewise relied in part on substitute information.
That procedural posture matters for what comes next. Provisional measures in China typically run for four months, extendable to six, while the investigation proceeds toward a final determination. If Japanese respondents engage more fully in the remaining phases of the case, including verification and disclosure, the final duty rates could move. If they do not, the deposit rates announced this week are likely to harden into definitive duties with a five-year term.
A small market with outsized strategic weight
By value, the trade at stake is modest. Multiplying 2024 import volumes by that year’s average end-market price yields a figure on the order of 65 million yuan, roughly 9 million US dollars, according to the Geopolitechs estimate, which cautions that the calculation is only an order-of-magnitude indication because import values and end-market sales differ due to inventory timing and distribution margins. The relevant customs tariff code also covers other products, so headline trade statistics overstate the dichlorosilane flow itself.
Yet the strategic weight of the case far exceeds its dollar value. Electronic specialty gases sit near the top of the semiconductor industry’s list of concentrated chokepoints. The difficulty is not synthesizing the compound, which is well understood chemistry. It is controlling impurities at parts-per-billion levels, maintaining batch-to-batch stability, and managing contamination risks across cylinders, filling operations, transportation, and gas delivery systems inside the fab. Shin-Etsu’s own product materials identify high-purity refining, strict quality control, and container delivery management as competitive strengths, and those capabilities take years to build and prove.
That is why qualification barriers, rather than price, have historically protected Japanese suppliers’ position in China. A wafer fab must verify that any change of material will not affect film quality or production yield, a process that can take many months of test runs on production tools. Even when a domestic product is cheaper, price alone rarely justifies an immediate switch, because the cost of a yield excursion on a running production line dwarfs any savings on the gas itself. A relatively small materials market can therefore sustain very high barriers to entry, and Japanese firms’ long record of stable supply and established customer relationships has been their moat.
The provisional duties are designed, in effect, to pay for the drawbridge. Raising the landed cost of Japanese dichlorosilane by 80 to 99 percent gives Chinese wafer fabs a powerful financial incentive to qualify domestic materials and expand local sourcing. Sunfar’s first-half 2026 report stated that its electronic specialty gases have gradually entered large-scale supply, while acknowledging that domestically produced dichlorosilane remains relatively scarce. The company now stands to gain both volume and, critically, pricing power sufficient to return to profitability.
The cost falls first on importers, then on everyone
The immediate mechanics of the measure place the cash burden on importers, who must post security deposits with Chinese Customs before goods clear the border. The final duty rates will be determined in the final ruling, and deposits can in principle be refunded or adjusted if the final margins come in lower. In practice, importers facing a near-doubling of landed cost will quickly pass the pressure upstream and downstream.
Japanese suppliers face an unpleasant trade-off between orders and margin. If they cut prices to offset part of the deposit burden and retain customers, their profitability shrinks in a product line already under pricing pressure. If they hold prices, they risk losing orders to domestic alternatives wherever qualification permits. How the burden is ultimately shared among Japanese producers, import distributors, and Chinese wafer fabs will depend on contract terms and the real availability of substitute supply, which varies process by process.
The deeper risk for Japanese industry is the medium-term loss of customer relationships. Because electronic materials require lengthy qualification, once Chinese fabs qualify domestic dichlorosilane and establish stable procurement, Japanese suppliers may not regain share even if they later restore price competitiveness. They stand to lose not only current-year sales but supply opportunities tied to future capacity expansions and new production lines, along with the collaborative process-development work that comes from long-term supply relationships. That collaboration channel is itself strategically significant: materials suppliers embedded with leading-edge customers learn where process requirements are heading. Exclusion from Chinese fabs forecloses that visibility.
Chinese chipmakers do not escape unscathed. For process steps where domestic alternatives have not completed qualification, fabs must continue buying Japanese product and absorbing part of the additional cost. Existing domestic production capacity does not mean every customer and every process can switch immediately. Whether the measure achieves its industrial policy aim will depend on the stability of domestic product quality, the pace of qualification campaigns, and suppliers’ ability to scale delivery infrastructure, none of which can be legislated by tariff.
Shin-Etsu disclosed that the Chinese market accounted for about 10 percent of group revenue in the April to June 2026 quarter, though that figure covers all products, from silicon wafers to PVC, and cannot be read as exposure to this specific measure. Neither Shin-Etsu nor other named Japanese suppliers had issued detailed public responses to the preliminary determination as of Monday, and Japan’s Ministry of Economy, Trade and Industry has in past cases confined itself to urging China to administer trade remedies consistently with WTO rules.
Part of a widening pattern
The dichlorosilane case does not stand alone. In January 2026, Beijing announced new export controls on certain dual-use items destined for Japan, a move widely read as a response to Tokyo’s alignment with US semiconductor export restrictions. In March 2026, the Ministry of Commerce imposed anti-dumping duties on halogenated butyl rubber from Japan and Canada. The pattern fits a broader industrial strategy. Across materials categories, from photoresists to specialty gases to wide-bandgap substrates, Chinese policy has combined demand-side pressure on foreign suppliers with subsidies and procurement preferences for domestic challengers. Trade remedy cases offer a WTO-compatible instrument for that strategy when the legal elements can be established: a petitioning domestic industry, evidence of falling import prices, and documented financial losses among local producers. Foreign respondents who decline to participate fully in Chinese proceedings, as the ministry says occurred here, effectively cede the calculation of margins to the petitioner’s data.
For Tokyo, the case presents a familiar dilemma. Japan can raise the matter through WTO channels or bilateral consultations, but provisional measures will have run much of their course before any multilateral process concludes. Japanese chemical producers, meanwhile, must weigh how much confidential cost and sales data they are willing to submit to Chinese investigators against the risk of punitive facts-available margins if they hold back.
What importers and supply chain managers should do now
For global companies with exposure to the Chinese semiconductor ecosystem, several practical implications follow. Importers of record in China should model the cash flow impact of deposits at 80.8 or 99.2 percent and review whether contract terms permit price reopeners, duty-sharing clauses, or force majeure arguments. Buyers should map which film deposition steps in their China-based production rely on Japanese dichlorosilane and initiate or accelerate second-source qualification where technically feasible, while recognizing that qualification timelines in this category are measured in quarters, not weeks.
Multinational device makers running fabs in China face a compliance wrinkle as well: deposits apply based on origin, so supply chains that route Japanese-origin gas through third-country distributors will still be caught, and attempted circumvention through minor processing invites separate enforcement action. Traders holding inventory contracted before September 8 should verify the customs treatment of goods already in transit.
More broadly, the case is a reminder that the materials layer of the chip industry, long treated as a stable background utility, has become an active theater of economic statecraft. Export controls constrained what could flow into China from the top of the technology stack. Trade remedies are now reshaping what flows in at the bottom. Companies that assumed specialty chemicals were too small and too technical to attract policy attention have received, in the space of a single announcement, roughly 99.2 reasons to reconsider.
Inside the fab: why substitution is slower than the tariff
To understand why a 99.2 percent deposit does not simply flip demand to domestic suppliers overnight, it helps to walk through what qualification actually involves. A fab considering a new dichlorosilane source typically begins with analytical certification of the gas itself, verifying purity specifications, metallic impurity counts, and moisture levels against the incumbent product. That is the easy part. The gas must then run on production-representative tools through weeks of film deposition trials, with engineers checking film thickness uniformity, refractive index, stress, particle counts, and electrical performance of finished test structures. Any anomaly restarts the clock.
Even after a successful trial, most fabs stage the transition, qualifying the new source on less critical layers or older process nodes first, running dual sourcing for quarters, and only then extending approval to leading-edge or high-volume lines. Memory fabs, which consume deposition gases in enormous volumes, are typically more price-sensitive and faster to qualify alternates; leading-edge logic lines, where a yield point is worth far more than the entire annual gas bill, are the most conservative. The provisional duties will therefore bite unevenly across China’s fab landscape: mature-node foundries and domestic memory producers can accelerate switches they were already contemplating, while operations running the most sensitive films may simply pay the deposit and pass the cost along, at least through 2026.
Gas distribution infrastructure adds another constraint. Dichlorosilane is toxic, flammable, and corrosive, shipped in specialized cylinders and handled through dedicated gas cabinets and abatement systems. Switching suppliers can require requalifying cylinder handling, delivery logistics, and safety protocols. Domestic Chinese suppliers have invested heavily in this infrastructure over the past five years, backed by national and provincial semiconductor materials funds, but capacity remains uneven across regions, one reason Sunfar itself concedes that domestic product remains relatively scarce even as its shipments scale.
Tokyo’s options and the multilateral angle
The Japanese government’s formal avenues are limited and slow. Japan could request WTO consultations challenging the measure’s consistency with the Anti-Dumping Agreement, targeting, for instance, the injury analysis in a case where the imported product was priced above the domestic like product and losing share, or the heavy reliance on facts available. But with the WTO Appellate Body still non-functional, any panel victory could be appealed into the void unless both parties agree to arbitration under the multi-party interim appeal arrangement, to which China and Japan have taken differing postures across cases. Bilaterally, Tokyo can raise the case in the China-Japan-Korea economic dialogues and through the high-level economic consultations revived in recent years, though those channels are already crowded with disputes over export controls, seafood, and rare earths.
More consequential than government action may be corporate strategy. Japanese specialty gas and materials producers have been quietly regionalizing for years, adding production and purification capacity in Taiwan, Korea, Singapore, and the United States to serve customers building fabs outside China. The dichlorosilane decision will reinforce that reallocation of capital. It may also accelerate a pattern seen in earlier Chinese trade remedy cases on chemicals: Japanese firms licensing technology to, or forming ventures with, non-Chinese third-country producers whose exports face no deposit, an adaptation that preserves some market participation while forfeiting direct sales.
There is also a competitive dimension among non-Chinese suppliers. Producers in Korea and elsewhere that make dichlorosilane or adjacent silicon precursor gases are not covered by the measures and could capture Chinese orders that domestic suppliers cannot yet fill, an outcome that would blunt the industrial policy intent of the case. Trade lawyers note that Chinese authorities have in past cases followed initial measures with expanded investigations when trade diversion undermined the original remedy, a risk third-country suppliers will weigh before leaning into the opening.
The pattern of measured escalation
Seen from a distance, the dichlorosilane case exemplifies the current phase of China-Japan economic relations: friction managed in technical instruments rather than headline confrontation. Beijing has calibrated its recent actions, export controls on dual-use items in January, anti-dumping duties on halogenated butyl rubber in March, and now provisional measures on a niche semiconductor gas, to impose real costs on Japanese industry while remaining within the formal grammar of trade law. Tokyo, for its part, has tightened semiconductor equipment export controls in coordination with Washington while avoiding measures that would invite broad retaliation against the large Japanese manufacturing presence in China.
Both governments understand the asymmetries. Japan supplies materials, chemicals, and equipment without which Chinese fabs cannot run today; China supplies rare earths, gallium, graphite, and processed critical minerals without which Japanese industry cannot run today, alongside being Japan’s largest trading partner. Each specialty-material case like this one chips away at the first asymmetry, which is precisely why Japanese industry reads the dichlorosilane deposits as strategic rather than merely commercial, whatever the legal form. The question hanging over every materials supplier in Osaka and Tokyo is which product line appears in the next Ministry of Commerce announcement.
The final determination is expected in 2027, following the standard investigative calendar, though the ministry can extend deadlines. Until then, the deposits stand, the qualification race accelerates, and a 65-million-yuan market carries the weight of a much larger contest over who supplies the building blocks of the digital economy.
