The Eurasian Economic Commission has carved niobium-aluminium master alloy out of its common tariff schedule and set the import duty at zero through October 2028, a small line item that opens a wide window onto how Russia and its customs union partners are managing their dependence on one of the world’s most concentrated critical mineral supply chains.
MOSCOW, Sept. 1. The Eurasian Economic Union is about to stop taxing one of the most strategically sensitive materials its members cannot produce at scale for themselves. In a decision announced by the press service of the Eurasian Economic Commission on August 25 and logged by the Global Trade Alert monitoring initiative on August 28 as intervention 159275, the Commission’s Board voted to create a dedicated subheading in the bloc’s customs nomenclature for niobium-aluminium master alloy and to set the import duty on that new line at zero percent through October 31, 2028, inclusive.
Until now, the alloy had no tariff line of its own. According to the Commission’s announcement, reported by the PRIME news agency and carried by the Russian customs information service Alta-Soft and the metals trade portal MetalTorg.ru, niobium-aluminium master alloy was classified under code 8112 92 410 0 of the EAEU’s commodity nomenclature, a residual line that also covers unwrought niobium, also known as columbium, and niobium in powder form. Goods entering under that line paid an import duty of 10 percent of customs value. The new decision separates the master alloy into its own subposition and removes the duty entirely for a period of slightly more than two years.
The Commission was explicit about the purpose. Andrei Slepnev, the EEC’s Minister in charge of trade, said the measure is aimed at “reducing the cost of production of finished goods” and at improving the profitability of the industries that consume the alloy, according to the press service statement quoted by PRIME. Slepnev added that the material is used, among other applications, in the production of titanium alloys for the medical industry.
Global Trade Alert, the Swiss-based initiative that tracks state interventions affecting commerce, classifies the measure as an import tariff liberalisation, announced August 28, 2026, and not yet in force. Under standard EAEU procedure, Board decisions of this kind take legal effect a set period after official publication, typically 30 calendar days, which would put implementation in the early autumn. The zero rate then runs to the end of October 2028, after which the duty reverts unless the Commission acts again.
A Niche Code With Wide Reach
Niobium-aluminium master alloy is not a household commodity, and even within the metals trade it occupies a specialist corner. The EEC’s own description, as relayed by Alta-Soft, is unusually vivid for a tariff notice: the product takes the form of silvery-grey metallic granules up to 3 millimeters in diameter, and it is used in metallurgy as an alloying component in the production of titanium ingots.
That titanium connection matters, because it distinguishes this decision from the broader niobium story that most steel market participants know. The overwhelming majority of the world’s niobium is consumed as ferroniobium, an iron-based alloy added in tiny quantities to molten steel. Data compiled by the United States Geological Survey and summarised in a July 2026 review by Geopolitical Monitor show that niobium added at just 0.02 to 0.10 percent by weight raises the yield strength of steel while improving toughness and weldability, producing the high-strength low-alloy grades, known as HSLA steels, that go into oil and gas pipelines, automotive bodies, bridges, ships and high-rise construction. Structures built from HSLA steel can be 20 to 30 percent lighter than equivalent carbon steel designs, according to the same review.
Niobium-aluminium master alloy serves a different, higher-value branch of the same tree. Because pure niobium has an extremely high melting point, alloy makers introduce it into titanium and nickel melts through a pre-alloyed carrier, and the aluminium-based master alloy is the standard vehicle. Titanium alloys containing niobium turn up in aircraft structures and jet engines, in chemical process equipment, and in surgical implants, where niobium-bearing titanium grades are prized for biocompatibility. The EEC’s reference to the medical industry points directly at that implant and instrument segment, while the reference to titanium ingots points at the aerospace and industrial titanium melting business, a field in which Russia has long been a global heavyweight.
In other words, the duty suspension is not primarily a steel measure, even though niobium’s public reputation rests on steel. Ferroniobium, the steelmaking form, is classified separately in the customs nomenclature under heading 7202 93 and is untouched by this decision. What the Commission has done is cheapen the specific input that feeds titanium alloying, superalloy work and specialty metallurgy inside the union.
One Company, One Country
Any tariff decision involving niobium ultimately leads back to a single company in the Brazilian state of Minas Gerais. Companhia Brasileira de Metalurgia e Mineracao, universally known as CBMM, operates the Araxa deposit and controlled roughly 77 percent of global niobium output in 2024, according to USGS figures cited by Geopolitical Monitor. Brazil as a whole produced about 104,000 tonnes of the estimated 112,000 tonne world total that year, a share of approximately 93 percent, a degree of geographic concentration that exceeds even China’s grip on rare earth processing.
The remainder of the market is thin. CMOC Brasil, the Catalao operation that China Molybdenum acquired when Anglo American sold its Brazilian niobium and phosphates business to the Chinese group in 2016 in a transaction valued at about 1.5 billion dollars, produced just over 10,000 tonnes in 2024, or roughly 9 percent of the world total. The Niobec underground mine in Quebec, operated by Magris Resources, contributed about 6,900 tonnes. After that, the numbers fall away sharply: the Democratic Republic of Congo produced an estimated 930 tonnes, Russia about 300 tonnes, and Rwanda about 210 tonnes, according to the USGS data.
Supply concentration has not, so far, translated into price chaos. The USGS put the weighted average unit value of ferroniobium at 26 dollars per kilogram in 2024, and the Geopolitical Monitor review notes that 85 to 90 percent of niobium sales occur under medium- and long-term contracts, a structure that has kept prices remarkably stable by critical minerals standards. CBMM, for its part, is betting on growth: the company produced about 95,000 tonnes in 2024, planned around 100,000 tonnes for 2025 against global demand estimated near 125,000 tonnes per year, holds installed capacity of 150,000 tonnes and has outlined investment of roughly 5 billion dollars to expand further, according to reporting by SteelOrbis.
For the EAEU, those numbers frame a simple reality. Whatever quantity of niobium units the union’s metallurgists need, whether as ferroniobium for pipeline steel or as master alloy for titanium melts, the material or its feedstock overwhelmingly originates in Brazil, with Canada and China-controlled Brazilian output making up most of the rest. A 10 percent duty on imports of the master alloy was, in effect, a tax the union’s producers paid on a dependence they cannot escape.
How the Union Sets Its Tariff
The mechanics of the decision are worth pausing on, because they illustrate how the five-member union of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia manages trade policy. The EAEU operates a common external tariff, the Single Customs Tariff, meaning no member state can unilaterally change the duty on imports from outside the bloc. Changes run through the Eurasian Economic Commission in Moscow, the union’s supranational executive, where the Board, known as the Collegium, and the higher-level Council issue binding decisions.
Carving out a new subposition is the Commission’s standard tool for surgical liberalisation. Rather than zeroing the duty on the whole of code 8112 92 410 0, which would also have freed imports of unwrought niobium and niobium powder, the Board created a dedicated line for the master alloy alone. That keeps the concession narrow, easy to police at the border, and easy to reverse when the sunset date arrives.
The niobium decision also fits a well-established pattern of temporary duty suspensions on inputs the union’s industry cannot source internally. Global Trade Alert’s records show the EAEU announced a temporary elimination of the import duty on manganese ores and concentrates in October 2021, in force from January 2022 through the end of 2025, and trade press reports from Yieh Corp and the logistics outlet SeaNews indicate the Commission renewed zero duties on manganese ore again in August 2026 for a further two years. The Commission has taken similar action on products as varied as cellulose ethers, zeroed from October 2025 through December 2026 per Global Trade Alert, and, according to the EEC’s own announcements, on gasoline, diesel, marine fuel and jet kerosene. In the last week of August alone, Sputnik’s Kazakh and Uzbek services reported, the Board zeroed duties on several categories of metallurgical raw materials for two years, with the niobium-aluminium line among them.
The direction of travel is consistent: where the union’s processors depend on imported feedstock, the Commission has been methodically stripping out tariff costs, while keeping protection in place for finished goods its members produce.
Sanctions and the Import Habit
The decision lands in a specific geopolitical setting. Since 2022, Russia, which accounts for the overwhelming bulk of the union’s metallurgical output, has been operating under the broadest sanctions regime ever applied to a major economy. Western export controls and financial restrictions have complicated the purchase of industrial inputs, lengthened logistics chains through third countries, raised transaction costs and pushed Russian buyers toward suppliers in what Moscow calls friendly jurisdictions.
Niobium sits awkwardly in that landscape. Russia’s own mine output, about 300 tonnes in 2024 on USGS figures, is a rounding error against national demand from steelmakers and titanium producers. Russian industry has long worked loparite concentrates from the Lovozero deposit on the Kola Peninsula, with downstream processing at facilities such as the Solikamsk magnesium plant, but domestic production of niobium products has never approached self-sufficiency, and successive Russian critical materials strategies have listed niobium among deficit minerals. The result is structural import dependence on a supply chain anchored in Brazil, a country that has maintained trade with Russia throughout the sanctions period and is a fellow member of the BRICS grouping.
The titanium angle sharpens the point. Russia’s VSMPO-AVISMA, based in the Urals, describes itself as the world’s largest producer of titanium and titanium alloys, and before 2022 it was a critical supplier to both Boeing and Airbus. Boeing suspended its titanium purchases from the company in March 2022, and Western aerospace groups have since worked to reduce exposure to Russian titanium, while Russian aviation programs, including the import-substituted MC-21 and Superjet projects, have leaned more heavily on domestic titanium production. Niobium-bearing master alloys are part of the input basket for that industry, and for the medical implant producers the EEC singled out. Cheapening the alloy is a modest but direct subsidy to exactly the sectors Moscow has designated as priorities for technological sovereignty.
There is an irony that trade economists will note: the sanctions era has pushed the EAEU toward more liberal treatment of imported industrial inputs, not less. Tariff walls are of little use when the goal is to keep import-dependent strategic industries running, and the union’s recent decisions read as an acknowledgment that self-sufficiency in niobium is not a realistic near-term objective.
Muted Reactions, Clear Beneficiaries
The only on-the-record voice so far is the Commission itself. Beyond Slepnev’s statement on production costs and profitability, the EEC press service framed the measure in narrow, technical terms, and none of the union’s major metallurgical companies had issued public comment on the decision as of Monday.
The likely beneficiaries are nonetheless identifiable from the product’s end uses. Titanium melters, led by VSMPO-AVISMA, are the most direct: the EEC’s description of the alloy as a component for titanium ingot production maps squarely onto their operations. Specialty steel and superalloy producers that alloy with niobium for heat-resistant and corrosion-resistant grades stand to gain as well. Medical device manufacturers inside the union, a small but politically favoured sector amid import substitution campaigns, were explicitly named in the Commission’s communication.
Russia’s big carbon steel producers, Severstal, Magnitogorsk Iron and Steel Works and Evraz, are a more indirect part of the story. Their large-diameter pipe and structural businesses rely on niobium microalloying, but they buy the element chiefly as ferroniobium, which this decision does not touch. For them, the significance is precedential: the Commission has now demonstrated, twice in one month if the manganese renewal is counted, that it will strip duties from imported metallurgical inputs on request, and industry associations in Russia and Kazakhstan have routinely petitioned for exactly such relief. Kazakh and Armenian processors, who buy through the same common tariff, share proportionally in any cost reduction.
Analysts who track the region’s trade policy will also read the measure through a fiscal lens. Import duty revenue in the EAEU is collected nationally and distributed among members according to fixed shares, so a zero rate on a low-volume specialty product costs the treasuries little, while the signalling value to domestic industry is high. That asymmetry makes narrow suspensions like this one politically cheap.
Counting the Savings
How much money is actually at stake? The Commission did not publish trade values, and detailed EAEU import statistics for a subline that did not previously exist are by definition unavailable. But the arithmetic of a 10 percent duty is straightforward: for every million dollars of master alloy imported, the measure saves buyers 100,000 dollars at the border, plus the value-added tax that is levied on the duty-inclusive base, a compounding effect familiar to any customs broker.
Master alloys are expensive relative to bulk ferroalloys because of their processing intensity and the underlying metal value; with ferroniobium averaging 26 dollars per kilogram in 2024 on USGS figures, niobium-aluminium alloys, which typically carry higher niobium purity requirements for aerospace and medical applications, trade at a premium to that benchmark. For a titanium producer whose alloy bill runs through tonnes of such material annually, a 10 point duty swing is a meaningful line in the cost structure, if not a transformative one. Slepnev’s stated goal of improved profitability for finished goods producers is consistent with a measure designed to shave input costs rather than to reshape markets.
The more contested question is routing. Because Brazil and its trading houses have no sanctions barrier to selling niobium products to Russia, the master alloy trade does not, on its face, require circuitous channels. Still, sanctions-era commerce into Russia has broadly shifted toward intermediaries in the United Arab Emirates, Turkey, China and Central Asia, and trade lawyers point out that a zero duty at the EAEU frontier lowers the cost of whatever route the goods take, including entry through Kyrgyzstan or Kazakhstan followed by free circulation across the union’s internal borders. Western officials have repeatedly flagged the EAEU’s common customs territory as a re-export corridor for restricted goods. Niobium master alloy itself is not a Western-controlled item in the way semiconductors or machine tools are, but the episode illustrates a structural feature: every EAEU tariff decision is now also, unavoidably, a sanctions-adjacent decision, scrutinised for whom it helps and how.
Ripples Beyond the Union
For Brazil, the decision is an unambiguous, if modest, positive. CBMM and CMOC Brasil gain marginally better economics into a market that was already theirs by default, and the measure arrives just as Brasilia is weighing how assertively to play its minerals hand. President Luiz Inacio Lula da Silva announced plans in August 2025 for a national policy treating strategic minerals as a matter of sovereignty, and Finance Minister Fernando Haddad has said critical minerals could enter tariff negotiations with Washington, according to reporting cited by Geopolitical Monitor. Niobium was pointedly exempted when the United States imposed its 50 percent tariff on Brazilian goods in 2025, a carve-out that underlined how little leverage consuming countries have against a 93 percent supplier.
China’s position in the chain is worth watching just as closely. China is the world’s largest niobium importer, consuming roughly 36 percent of global ferroniobium supply while importing about 95 percent of its needs, mostly from Brazil, per the USGS-based figures in the Geopolitical Monitor review. Chinese capital also sits inside the supply side: CMOC owns the Catalao mine outright, and Chinese investors hold a 15 percent stake in CBMM itself. As Chinese firms expand ferroniobium conversion and niobium chemicals capacity, more of the processed and specialty products the EAEU imports may arrive via Chinese suppliers rather than directly from Brazil, folding niobium into the broader post-2022 pattern in which China has become Russia’s indispensable industrial intermediary.
For Western supply chain planners, the EAEU decision is a small data point in a larger competition for the same material. The United States imports 100 percent of its niobium, worth about 525 million dollars in 2025, and the USGS ranked niobium the tenth highest-risk critical mineral supply chain in its 2025 assessment, estimating that a Brazilian supply disruption could cost the American economy 10.4 billion dollars a year. Washington is funding NioCorp’s Elk Creek project in Nebraska, the first attempted domestic production since 1959, but output is unlikely before the end of the decade. Every major bloc, in short, is working the same problem from a different angle: the Americans with industrial policy, the Chinese with equity stakes and processing capacity, and the Eurasians, for now, with tariff relief.
What to Watch
Three markers will show whether this measure matters beyond its modest face value. The first is implementation: Global Trade Alert lists the intervention as announced but not yet in force, so the formal entry into effect, expected around 30 days after official publication, will start the clock on the roughly two-year window. The second is uptake: EAEU import statistics under the new subposition will reveal, for the first time, exactly how much niobium-aluminium master alloy the union buys and from where, information the old catch-all code obscured. The third is extension: the manganese ore precedent, suspended in 2021, expired in 2025 and renewed in 2026, suggests that temporary suspensions on deficit raw materials have a way of becoming semi-permanent features of the union’s tariff landscape.
None of this changes the fundamental geometry of the niobium market. One company in one country will still supply the great majority of the world’s niobium units in 2028, when the EAEU’s zero rate is due to lapse. What the Commission’s decision does is quietly acknowledge that geometry, and price the union’s dependence at zero rather than 10 percent for as long as the strategic industries behind the request keep needing it.
