Peacock Tariff Consulting provides a free downloadable template library for SMB importers: USMCA / CUSMA Certificate of Origin (annotated), Customs Power of Attorney (CBP Form 5291 with notes), Drawback claim letter, Broker engagement letter (pre-negotiated terms), and CBP audit response checklist. Each template is reviewed annually and updated as CBP forms or USMCA rules change.
SMB importers regularly need templates – USMCA Certificates, customs POAs, drawback claim letters, broker engagement letters, audit response checklists. Most are technically available somewhere, but rarely curated, annotated, or maintained for current accuracy.
This library provides clean, annotated, plain-English versions. Each template is reviewed annually and updated when CBP forms or USMCA rules change. Free to download; gated only by email signup so we can notify you when updates ship.
USMCA / CUSMA Certificate of Origin (annotated)
The Certificate of Origin is the documentation supporting USMCA preferential treatment. Our template provides the required fields, annotations explaining each, and example completions for common scenarios. Compatible with both U.S. CBP and Canadian CBSA expectations.
Customs Power of Attorney (CBP Form 5291)
POAs authorize customs brokers to act on the importer’s behalf. Our template is the standard CBP Form 5291 with annotations covering scope decisions: which actions you authorize, time limits, post-entry amendment rights, and termination procedures.
Drawback claim letter template
Cover letter format for drawback claim filings. Identifies claim type, basis, claim amount, supporting documentation index. Useful starting point for both manufacturing and unused merchandise drawback.
Broker engagement letter (pre-negotiated terms)
Template engagement letter between importer and customs broker. Pre-negotiated terms covering: scope of services, fees, post-entry amendment authority, document retention, dispute resolution. Adjust to your specific broker engagement.
CBP audit response checklist
Step-by-step checklist for responding to a CBP Focused Assessment notice. Documents to gather, timing milestones, internal coordination, communication protocols. Reduces the cycle time to first-response submission.
How we keep these current
Each template is reviewed at least annually plus when triggering events occur (CBP form revisions, USMCA rule changes, new regulatory guidance). Template version numbers and update dates are visible at the top of each download.
Frequently asked questions
Are the templates legally adequate for my use?
They are reasonable starting points and reflect current CBP/CBSA requirements. For high-stakes filings, have a customs attorney or trade consultant review the populated version before submission.
How do I download?
Email signup gates the download. We do not pass your email to third parties. We notify you when templates update.
Do the templates work for Canadian importers (CBSA)?
The USMCA Certificate of Origin is bilateral. The other templates are U.S.-focused but most concepts transfer; we link to Canadian-specific equivalents where relevant.
How often do USMCA / CUSMA forms change?
The Certificate of Origin format is relatively stable. Underlying rules of origin tighten over time (especially for autos and EV components). Annual template review is sufficient for most users.
Can I use these without buying any of your services?
Yes. Templates are free with no further obligation.
